Description
This memorandum from President Kennedy to the Secretary of Defense and the Chairman of the Atomic Energy Commission approves a set of procedures that will shape the establishment of safety rules for nuclear weapons and associated systems. Kennedy also requests a summary of general safety rules for nuclear weapons and procedures for permissive link devices.
